in all seriousness that waistcoat is probably supposed to be worn over a regular cotton or linen shirt in universe and homeboy is insisting on wearing it over his sweater. that’s a bespoke fashion-y vest over a naval issue item meant for warmth and he’s basically trying to combine the two despite the sweater being too bulky for the vest.
